Is there a way of tightening the cover to make it neatly fit a smaller backpack (55-65 litres) ?

There is no tightening mechanism built in to this bag. You could put straps round the outside to get the desired effect. My son's rucksack was quite snug, but was a 75 litre.

Could I fit my 65 litre backpack (with gear) and my empty day back 26lt into this bag with a circumfrence roughly 146 cm?

I am wondering if you could fit a 65L in this plus a sleeping bag (not in its stuff sack but packed around the rucksack). Do you think it would fit?

I was able to fit my 55L with my walking sandels and dirty laundry packed around it when I travelled back from S America. If the 65L isn't overly stuffed, I would say yes.
