Do i need a basecoat for it to work

It works much better with a smooth gloss black base coat. If spraying behind clear plastic adding a gloss back coat behind it will also make it look better.

Do i need to use paint thinner? When air brushing?

no, there is no need to thin for airbrushing. in my experience, it isn't as shiny chrome as I was looking for.
