Can the iPad be on a case while using this ?

Your iPad should be in a thin, "skin-type" case. A "wallet-style" case (with a cover flap) is too thick for this harness. However, I've found that using no case (bare iPad) allows the iPad to slide around too much.
I have the harness for the 9.7" iPad Pro.

Can this fit a panasonic toughpad fz g1?

Based on the dimensions shown ont he Panazonic website of the FZ-G1 it would be too wide for the Two Hand Touch 9 (the smaller of the two models). The Two Hand Touch 12 is a little bit larger than the dimensions of this tablet however it would easily fit within the internal straps on the THT12 that are designed specifically for this reason - to hold smaller tablets. There is a chance that, depending on exactly where the screen falls the elastic straps could obscure the screen a little but it's possible they won't.
